An Iraqi phrase states " Don't touch the food though you are asked to eat until get full" ! . I recallled this one while reading the above article by Mr. Friedman http://www.nytimes.com/2003/11/06/opinion/06FRIE.html
Seems to me , the writer is putting a fact in a wrong context. Yes there is a need to stimulate the GC effectiveness, but how?.
The Writer rather than asking for more authorities especially on the security file, he blamed GC for not doing fast on the political issue.. It is true that this political process need to be pushed, but let us be open and point to the real cause..
We need to admit that the current American admin for Iraq is far to be proactive.. First , three months delay before accepting the hard push by the free fighters of the Iraqi opposition to formulate an Iraqi gov.. And look what, rather than giving them the legitimacy, the American acceptance to that push came as "Appointing" which was the worse political insulte and harm that any could cause to national government. Then it took another two months for the administration to realize a full failure in running the basic securities in Baghdad, some thing that GC was so successful. Now it took more than another one month to realize the failure in managing the terrorist acts,.
I agree that the political process is the issue, but without basic security how this process can go forward?
Three months ago there was a lot of talk about how slow the GC in appointing the government, that the writer is praising.. Then what , it was the best government ever in Iraq history, no member that any one in the opposing faction dare to argue about their eligibility, except the writer who put a vague comment about "some" of them!
We had to admit that the GC and the government are belonging to one institution, trying to isolate them is a way to examine them on the personal bases, which I would consider it as real fail ..The writer put the government as another political pole in front of the GC.. I think it is better for him rather to suggest the Baathees's as some writer calling for these days.

ثذكرت هذا المثل وانا اقرا مقاله توماس فريدمان في النيويورك تايمز حيث يبدوا لي ان الكاتب يقول كلمه حق يراد بها باطل. نعم مطلوب تفعيل اداء مجلس الحكم ولكن السؤال كيف؟
فالكاتب دلا من ان ان يطالب بتسليمه مسؤوليات ومنحه صلاحيات , يحمله مسؤليه التدهور السياسي الذي يقود برأيه للتدهور الامني. صحيح ان المسأله السياسيه هي الاصل ولكن لنكن صريحين ونحن الاخطاء بوضوح.
فقبل كل شئ يجب الاعتراف بام الاداره الامريكيه الحاليه للعراق لاتتمتع بصفه المبادره وتتسم خطواتها بالتردد. في البدايه وبعد ثلاثه شهور من ضغط القوى العراقيه الوطنيه , وافقت اداره الاحتلال على تأسيس مجلس الحكم ولكن كيف؟ جائت الموافقه وذلك بصيغه تعين اعضاء المجلس وهي اسوء اسلوب ممكن ان تطرح فيه نموذج حكومه وطنيه. ثم اخذ الامر شهرين لاقناع الامريكان بأحاله الملف الامني للعراقيين الذين نجوا خلال ايام بانجاز ما عجز عنه الاحتلال..
والان بعد اشهر اخرى لازال العراقيون يضغطون لتسليمهم ملف متابعه ارهابيين.. المساله السياسيه لايمكن اجازها بدون استقرار امني..قبل ثلاثه اشهر كان الجميع ينتقدون مجلس الحكم في تأخره في اعلان الحكومه.. ولكن ماذا حصل؟ جائوا يافضل حكومه عرفها تأريخ العراق..حكومه لم يجرأ حتى المعارضون من انتقادها الا كاتب المقال الذي لمح بشأن من سماهم البعض. يجب الاعتراف ان الحكومه والمجلس وجهان لعمله واحده وان المقارنه بينهما كما يفعل الكاتب امر فيه خلل كبير.. واعتقد انه كان الافضل له لو اراد طرح البدائل ان يطرح البعثيين والارهابين وكما يفعل البض هذه الايام..
