Registration will take place 17-23 January 2005
Voters must register with Iraq OCV to be able to vote
A person may register only once and must register in person at a Registration Station.
Documents
Voters must be at least 18 years old by 31 December 2004
Only Persons who can present documentation which proves their eligibility will be allowed to register.
CPA Order number 96 of 15 June 2004 stated that in order to vote in the election of the National Assembly, a person must:
- be deemed an Iraqi citizen, or
- be entitled to reclaim Iraqi citizenship,
- or be eligible for Iraqi citizenship;
And:
- have been born on or before 31 December 1986; and
-be registered to vote according to procedures issued by the IECI
1. The applicant must present at least two acceptable documents.
2. In order to prove eligibility, a person must present documents which prove:
a) Identity: a document issued by a state, state agency or international institution, which contains a recognizable photograph of the applicant. This may include, for example: Iraqi or foreign passport or ID Card, Driver’s Licence, government-issued refugee identification (refugee ID Card or official travel document).

birth on or before 31 December 1986; and
c) Iraqi nationality: In order to prove Iraqi nationality, the applicant must present a document or documents issued by state, state agency, international institution or Red Cross organization which fulfil one of the following:
1) Birth in Iraq
Applicant will present a document which lists place of birth as in Iraq.
OR
2) Current or previous citizenship of Iraq
Applicant will present a document which lists citizenship or nationality.
OR
3
) Birth to father of Iraqi nationality
Applicant will present a document or documents which show parental link plus father’s nationality as Iraqi. The father’s Registration Receipt may be accepted as proof of father’s nationality.Iraqi nationality may also be proven by:
4) Iraqi issued documents
Applicant will present any of the following official documents, issued by the Iraqi government:
-2002 Personal identity card
-2003 Retirement identity card
-2004 Iraqi nationality book – 1957
-2005 Nationality certificate
-2006 Iraqi passport
-2007 Military service book
OR
OR one of the following in combination with any other official Iraqi issued document. This includes any document issued by Iraqi state or state agencies, including educational, health and cultural state bodies.
·1 Marriage contract
·2 Official study certificate issued by an official Iraqi university
·3 Deed of property.
In these cases, a total of three documents will need to be presented.
- No applicant may register without fulfilling the above document requirements.
- All information collected during the Registration Period is confidential, and will only be used for electoral purposes
- People living in countries where voting is not allowed may travel on their own expenses to register and vote in one of the selected countries
-Voters not living in an area where there is an IOM OCV Country Sub-office, may to travel on their own expenses to the nearest Country Office or Field/Sub-Office
