عبد الرحمن الماجدي من أمستردام: قبل اسبوعين تظاهر عدد من فلسطينيي حي البلديات برصافة بغداد، نافين ما أعلن قبل يوم من تظاهرهم في التلفزيون العراقي عن تورط ستة متهمين بينهم اربعة فلسطينيين بتفجير سيارة مفخخة في سوق شعبي بحي بغداد الجديدة القريب من حي البلديات، وراح ضحيته 18 عراقيا جميعهم من المدنيين بالاضافة لعشرات الجرحى. وقد عرض التلفزيون العراقي اعترافات المتهمين بالتفجير. ورفع المتظاهرون لافتات تدعو للاخوة العراقية الفلسطينية وتندد لافتات اخرى بالارهاب في العراق.

 

وكان ذلك مادة مناسبة للاعلام العربي حيث راحت وسائل اعلام عربية عديدة تهول مايعاني منه الفلسطينون في العراق من حصار عسكري في اماكن تواجدهم واضطهادهم من قبل لواء الذئب (لواء مغاوير تابع لوزارة الداخلية العراقية القى القبض على الفلسطينيين الاربعة) وبدا الامر من خلال تغطية الاعلام العربي للقضية وكان حي البلديات اصبح ثكنة عسكرية عراقية.

 

ايلاف اتصلت ظهر أمس الخميس بوزارة حقوق الانسان العراقية لاستيضاح مايجري فقال مسؤول الاعلام في الوزارة إنه لاشكوى قدمت لوزارته حتى الان من قبل اي فلسطيني ضد وزارة الداخلية او الدفاع او اي منظمة عراقية مستغربا من سؤالنا.

 

وهو ذات الاستغراب الذي بدا من احد الزملاء في بغداد وهو يقوم بجولة في حي البلديات ببغداد دون ان يرى اي حصار عسكري للحي الذي يقطنه في عمارات مخصصة للفلسطينيين.

 

وكان الشيخ حارث الضاري من هيئة علماء المسلمين اتهم القوات الامنية العراقية ولواء الذئب مع منظمة بدر الشيعية  قبل اسبوعين بمداهمة مساجد تابعة للهيئة واعتقال ائمتها وبمحاصرة الفلسطينيين في حي البلديات، من اجل تهجيرهم وهو مانفاه لاحقا اكثر من مسؤول عراقي والامين العام لمنظمة بدر. وذلك فتح الباب لمنظمات وشخصيات فلسطينية خارج العراق وفي الاراضي الفلسطينية تحديدا بادانة مايجري للفسطينيين في العراق متهمة الحكومة العراقية بذلك.

 

وفسر متابعون تصريحات الشيخ الضاري من اجل جمع اكبر رصيد مع هيئته ضد منظمة بدر التي رفعت شكوى قضائية ضده امام المحاكم العراقية مشترطة على بدء حوار مع الهيئة، سحب تلك الاتهامات ضد منظمة بدر التابعة للمجلس الاعلى للثورة الاسلامية في العراق وكانت ذراعها العسكري قبل سقوط نظام صدام، باسم فيلق بدر ومكون من اسرى عراقيين تطوعوا ولاجئين عراقيين لايران ابان الحرب العراقية الايرانية 1980- 1988. وتحول الفيلق لمنظمة سياسية واجتماعية وتم نزع سلاحه حسب تصريحات سابقة ومكررة لقادة المنظمة والمجلس الاعلى للثورة الاسلامية في العراق التي يشغل وزارة الداخلية الحالية احد قادته.

 

تاريخ هجرة الفلسطينيين في العراق

 

و يعود وجود الفلسطينيين في العراق الى بداية الخمسينات من القرن الماضي بعيد اعلان قيام دولة اسرائيل عام 1948. ويقدر عددهم اليوم في احصاء غير رسمي بين 35 الفًا و 40 الفًا. وكان اول رئيس للجمهورية العراقية عبد الكريم قاسم اول رئيس عراقي يخصص اكبر عدد من الوحدات السكنية لهم في اكثر مكان من بغداد. وكان نظام الرئيس السابق صدام حسين هو اخر نظام خصص للفلسطينين وحدات سكنية تقدر ب270 وحدة سكنية فقط.

 

بالاضافة لاستفادة اخرين منهم من استئجار منازل بعضها لمواطنين عراقيين سفرهم نظام صدام للخارج او اعتقلهم او قتلهم. وكان عدد من الفلسطينيين استفاد أيضا من التعاطف الاعلامي للنظام السابق مع قضيتهم فحصلوا على بعض الامتيازات منه لكنها انقلبت وبالا على كثير من مواطنيهم في العراق بلغت تلك الامتيازات ذروتها ابان الغزو العراقي للكويت وهو ماشكل كارثة لمعظم فلسطينيي الكويت بعد تحرير دولة الكويت في اذار 1991 قبل ان يتم التصالح السياسي بين قادة فلسطينيين ودولة الكويت التي لم ينس مواطنوها وقادتها بعد وقوف الرئيس الفلسطيني الراحل ياسر عرفات في اكبر خطأ سياسي يرتكبه من ضمن اخطائه الكارثية القليلة.

 

بعد السقوط

 

بعد سقوط نظام صدام عاد اصحاب المنازل المصادرة والتي كانت مستأجرة من قبل عراقيين وعرب بينهم فلسطينيين بمبالغ رمزية للسلطة المنهارة وطالبوا بمنازلهم فغادر كثير من الفلسطينيين خوفا من الصدام مع العائدين الى مخيم في ملعب حيفا القريب وخيموا فيه لاشهر قبل تسوية قضيتهم بشكل غير مرضٍ لبعضهم بعيدا عن تدخل منظمة الاونروا التي لاتعترف بوجودهم لانهم غير مسجلين لديها من جانب ولطلب الحكومات العراقية المتعاقبة بأن تتولى بنفسها العناية بالفلسطينيين المقيمين على اراضيها.

 

وكان الفلسطينيون في العراق رفضوا توطنيهم مطالبين برسالة وجهوها لمجلس الحكم اول سلطة بعد نظام صدام بتسوية قضيتهم مؤقتا ريثما يعودون لفلسطين اذا ماتم توقيع اتفاقية سلام بين السلطة الفلسطينية واسرائيل. ويعيش فلسطينيو العراق في اكثر من مكان في بغداد لكن تركيزهم في عمارات حي البلديات حيث تقطنه اليوم مايقارب 300 عائلة. ويعيش سواهم في مدينة الحرية في كرخ بغداد والزعفرانية واماكن متفرقة مع العراقيين.

 

يشار هنا الى ان القوات الاميركية اعتقلت بعد سقوط نظام صدام قبل عامين محمد عباس (ابو العباس) زعيم جبهة التحرير الفلسطسينية الذي كان يقيم في بغداد ويحظى بدعم واسع من النظام السابق ومات في سجنه العام الماضي. ويتهم بعض العراقيين اعضاء هذه الجبهة بالعمل مع نظام صدام ضدهم.

- off topic - requesting translation

I have been engaged in ongoing "discussions" with some strongly pro-insurgent people at raedinthemiddle blog. The blog is almost purely in english but appears to pass most censors. During the course of discussions, the following comment was inserted at a peculiar time. The systran translation engine mangled it beyond comprehension. Please forgive me for intruding off topic, but I know of no other place to turn. If someone could provide a translation it would be deeply appreciated.

What Iraq liberation all about is to build the model.. Not model of democracy only but model of new US - Moslim country relation.. Some one that put behind all the old stories of suppression and cold war requirements.. We need to work hard from both sides , US and iraq, to make this happen . It is for mutual benefits of both sides.

What had happened in the Iraqi assembly yesterday is an alarming sign , it should not go through without through analysis. All main parties including Kurds, sunni, Shia moderate , shia conservatives expressed their fears of the extent this policy of US "Not taking the risk of failure", which yeild more and more seperation. I think US authorities need to consider seriously how to come up with well agreed upon framework that make such unfortunate accidents so limited and well managed to lessen the impact on the most important factor in this excerise :The trust of Iraqi people in the good will of the American intentions.. Let us not have the terrorist succeed in diversifying our goal , THE TRUST building issue.

Yesterday and for first time ever I found Arab scholar talk diffrently about Us current intiative in ME.

I ran into an Arab ART "gulf sponsered" satellite tv show, where Dr. Waheed A Almajeed, of Egyptian Alahram newspaper, was talking about the real US intentions. What he said was not new , but having it on such station was unexpected. He explained that based on what had happened in Iraq of having US allowing Iraqis to choose what ever they wanted, is a big sign that Americans are diffrent .. The interviewer asked is that because the Americans can swallow the possible Islamic governemnts,? he said no it is because US today are so confident of them selfs that they are not worrying any more!

 

What he tried his best to say that he is not concerned about their wiling to change the current political dynamics in ME, but is worried about how fast they wanted this to happen.

 

It looks that the Iraqi model is really making a lot of scholars in Arab world to think deeply about what is happeneing away from cpld-war pretext agendas!

As an American who opposed US involvement in Vietnam, supported going after Bin Laden in Afganistan, supported war in Kuwait in 1991, and opposed Iraq now:

 

Whatever the intentions of the US Government (who really knows), the majority of the American people will not accept another long-term guerrilla war in Iraq. American public support for this war rests on it being a war of liberation from Saddam Hussein, and the creation of democracy in Iraq. I do not really think a discussion of the lies that got us into the war matters at this point.

 

My support for US continued presence in Iraq (despite my opposition to original entry) is that I believe a vast majority of Iraqi's want democracy; and that the infant Iraqi government is not yet capable of defending itself. I do not believe you destabilize a government (Saddam was a butcher, but he was "stable") and then leave. This "cut and run" before the job is done is kind of a character flaw with the US. I think that would compound the crime of 1991 when President Bush Sr urged the Shia to revolt in the South, and then watched Saddam slaughter them.

 

Obviously, I could be wrong in any number of my premises. I am here to be educated. Should I support the US staying until the government and new army are stable? Or should I want them to leave now?

 

Oh, and what is the best way to translate to and from Arabic

What ever the stand on the libration of Iraqis operation, today the only party who is working and calling for US abandoning of Iraqis are the Sadimists and Alqaeda jihadists.

No one is calling for withdraw of US troops, not only from Iraqi point of view but also from US interests. Letting Iraq fall back again in the hand of sadimists or Bin Laden jihadists is the last thing humen civilization future could survive.. If Presidend Bush Jr. didn't take that courage risk of wiping out both Talaban /qaeda and Sadam regimes, the world today might be in a worse shape.

 

However what is needed today is to step farther than the terrorists can do. What they are looking for is to creat a wall of distrust, we need to work faster . The only way is to find a better framework .. May be the withdraw from baghdad is one solution, keeping the full support to Iraqi people but from outside. This would have a great boost to the legitamacy of the new ellected government, also would make the US fatal casualties less, something that lessen the impact of a goal that terrorist acting by puting more internal pressure on Bush adminstaration .. I don't know if this is possible today, but I think a new dynamics need to be implemented.

 

As for Arabic translation , i found no good accurate auto tool.. Need human intervention, Arabic is very rich non standard language, that is why there is terrorists interpretation of Quran! They use their sick mind to interpret..

I think you are right Salim. We are getting very little news about how the operation to secure bagdhad is proceeding. Perhaps no news is really good news because it means no one is getting hurt and that maybe there is a gliimer of light starting to show through the darkness.

 

Some pictures are coming through on forums. The ISF looks awesome in the photographs. If your government can pull off lasting freedom and equality for all Iraqis - you guys should build monuments to your police and ING. They are so courageous and heroic.

I was on the phone today with some family and friends in Baghdad.. They all confirmed that there is a huge change in security .. However what was fully to my surprise that they said that they didn't notice any unnormal street measures that might distrupt their normal life..

They also confirmed one thing, that their real enymy now is the long hours of electricity shut down , seven-to-five hours every two.. Under 120 F tempreture! seems security issue is not priority for them any more..!!

 

My hart is going for those brave soldiers and policemen, standing under direct burning sun to protect Iraqis, for long day hours..

 

In general there is a lot of confidence today in the ability of Iraqi troops and police than two months ago..

 

On Aliraqia TV "government sponsered" there was a meeting with a representative of Islamic party "Iraqi brotherhood branch" he was critisising the governemnt's security operations on the bases that it should come in a more generic political process. One of public who was attending the meeting , asked him: What political process?, the terrorist exploded more than 40 cars puplic places and killed more than 500 people in just one week, what do you think any legitimate government would do? The representative replied: such operations might drive more people to go the terrorist way.. The attendee comment was : during Saddam we suffred much more from government but there is no one incident that opposition had did to hurt even single Iraqi, these are criminals and need to be delt with as such.

a pair of new generators for bagdhad were completed and to be tested at the end of may. I think they were 230MW each. I heard that 11 of the Iraqis working to build it were killed, the project was surrounded by concrete barricade, and there were regular mortar attacks. It took two years. It isn't enough and it doesn't fix the grid, but maybe by end of month bagdhad will have better electricity.

 

These utility projects take years under even perfect conditions. My city in florida has 120,000 people. When I moved here in 1997 70,000 of 100,000 were using well water. It has been constant construction and effort by the city along with many debates and votes about how to pay for it. It is not a spread out city with great distances between homes nor is it a poor city. Each home is uniformly spaced on 40m x 40m parcels with about 190 sq meter average space. After 8 years of studious construction, the city has grown to 120,000 and about 50,000 are still using well water. Hopefully things will get built faster in Iraq than here.

The Minster of Electricity was on a news confrence days a go..British graduate in the fiftees, Dr. Shlash, is called in Iraq "Abo Alkehraba" , the father of electricity.. He is one of the god fathers of the National electrical grid in Iraq.

 

He said that his policy is be frank with people, there is no magic solution and most of the startigic plants are out aged, he proposed to concentrate on the startigic solutions to bring the enrgy production to the current demand of 8 BW, today production is at 3.5 bw. I found his speach very profecienal . He also suggested the free tarif elctricity to be changed to a more practical tarif that keeps the low tarif for low income but increas rapidly with higher consumption. He said , we should not rely on small projects, as the last two years proved it to be a non successful policy.

Today on Aliraqia TV, there was a very intersting show.. The heads of Salafees Iraqi Shiekhs were talking to public about their understandings to the current process.

They condenmed the Qaeda terrorist acts, they were calling for unity of all Iraqis, they were in full support for the political process and to abandon the violance.

They discussed the call by Alzarqawee last message of killing civilians and called it as false interpretation, they explained why it is false..

 

Very intersting, first time seeing such moderate Salafee, seems even Salafees in Iraq are different! As one of the famous Iraqi peot Sayab said "even the sun in my land is more beutiful!"

 

They said that were very happy to meat PM Jaafree today.

Baghdad looks much more secure in the last couple days after the operation littining started. I talked to many friends , they all confirmed it, including a Sunni Arab close friend who went " Yes thing are better, but I don't think it will work for long time" when I asked why, he had nothing to say but that it was his feeling. He agreeded with me that such type of operations are most wellcomed by people

 

 

As for the news, "no news is good news" the westrn media might not feel very happy with no striking news to propoganda for!

 

The operations are extended yesterday to include the strong hold of terorists in Mahmoudia 30 mile south to Baghdad on the main high way to Basrah, this is a good sign of success in Baghdad.. Mahmoudia is in triagle of death.

 

Yesterday there was a very good talk show on Aliraqia TV, where some female Shia legistrature Dr. Manal Alfatlawee was discussing the issues of fedralism and role of religioun in the new constitution, also joining her list legistratures from Kurd list.. It was very interesting calm debate , not like the Jezera style.. Each one propose his /her points which were completely on opposit but both were lsitening and putting good points.

 

I think we need to push c-span to translate some of such discussions and put it for the American public and legistrature.. Just to appreciat the great doing by the brave American youth in the hart land of tyrany

Also I enjoyed the news confrence by Dr. Laith Kubba on Sunday, where he respond to the media reporters , so transparent and smooth and live , He was commenting on the current Lightining operation and the government plans for economic reforms.. Also confirming the put of Saddam on trainl in two months.. This was a big relief to a lot of Iraqis..
