: لا تكرروا أخطاء نظرائكم الإيرانيين في عام 1979

 

ينبع هذا السؤال من المناورات التي سبقت تشكيل حكومة انتقالية جديدة في بغداد. فهناك طريقتان للنظر الى الدعايات السياسية التي تسببت في الكثير من الضيق بين العراقيين.

وجهة النظر الاولى هي النظر اليها باعتبارها نتيجة حتمية للديمقراطية. فتشكيل حكومة ائتلاف حتى في الديمقراطيات الراسخة مهمة معقدة، فما بالك بدولة خرجت من نصف قرن من القمع الوحشي. ومن هذا المنطلق يجب السماح للعراقيين بوقت كاف للتوصل الى تحالف قائم على الاجماع.

ووجهة النظر الثانية هي ان القيادة العراقية الجديدة تضع الاعتبارات الشخصية والطائفية قبل المصالح الوطنية، وبالتالي تقود البلاد نحو منعطف خطير.

والحقيقة، كما هو الامر دائما، تكمن بين وجهتي النظر. فمن المؤكد ان الاحزاب المشاركة في المفاوضات تواجه قضايا في غاية التعقيد، وان تحقيق الإجماع حول دستور ديمقراطي ليس بالمهمة السهلة. وفي ذات الوقت فمن الصادق ايضا ان معظم الاحزاب المشاركة تبدو وكأنها تتصرف مثل اشخاص في سوق شعبي بدلا من سياسيين يحاولون تشكيل ديمقراطية معاصرة.

فالصفوة القيادية الجديدة حققت كل شيء بسهولة. فقد تم تحرير البلاد عن طريق تحالف بقيادة الولايات المتحدة بمساعدة من الجيش العراقي الذي رفض ان يقاتل من اجل صدام حسين. ثم انهى آية الله العظمى علي السيستاني الانشقاقات بين الشيعة، وقضى على محاولات الجماعات المرتبطة بالقاعدة لإشعال نيران الحرب الاهلية.

واخيرا، كان دور الناخب العراقي للمخاطرة بحياته والتوجه بإعداد كبيرة لمنح الصفوة الجديدة الشرعية.

 

 

وحتى الان فإن هذه الصفوة استفادت من اعمال الآخرين، بما في ذلك رجال الشرطة والجيش العراقي الجديد الذين يقتلهم الارهابيون بطريقة يومية.

ومن هذا المنطلق فإن الصفوة السياسية العراقية الجديدة تشبه تلك التي ظهرت في طهران بعد انهيار نظام الشاه في شتاء 1979.

فقد قدم الشاه مساعدة بإقرار الثورة، والتخلي عن المواجهة والهرب من البلاد. وساهمت ادارة كارتر في ذلك ايضا بإقناع قيادة القوات المسلحة الايرانية بعدم سحق الثورة. كما ساهمت المؤسسة الشيعية ايضا بالقيادة المشتركة لكل من آية الله روح الله الخميني وآية الله كاظم شريعة مداري، بتحريك الشارع تأييدا للنظام الجديد.

ولكن عندما تولت الصفوة الايرانية الجديدة السلطة في طهران لم تكن لديها اية فكرة عما يجب ان تفعله.

وازدحمت الصفوة الجديدة في ايران، كما هو الامر بالنسبة لنظيرتها في العراق، بالكثير من الآيديولوجيات. فقد كان هناك عشرات من الجماعات الشيوعية وغيرها من الاحزاب الماركسية او الماركسية الاسلامية، و 4 جماعات على الاقل من انصار مصدق، واكثر من دستة من التجمعات السياسية الدينية.

ومرة اخرى، كما هو الوضع في العراق اليوم، فإن المنفيين لعبوا دورا رئيسيا في كل الجماعات السياسية.

وكانت الصفوة الجديدة، التي لم تلعب دورا يذكر في الثورة التي نجحت في اربعة اشهر وبدون الكثير من المعارك، مهتمة في الحصول على مصداقية ثورية.

 

 

كما ارادت ايضا التقليل من دينها الى آيات الله الذين حركوا الشارع الايراني، والاميركيين الذين تأكدوا من انهيار الجيش.

وحاول بعض اعضاء الصفوة الايرانية الحصول على مصداقية ثورية بالدفاع عن اكثر الاجراءات الراديكالية تخيلا. وكان احدها التأميم الشامل لكل الصناعات والمصارف والعديد من القطاعات الاخرى بإسم «العدالة الاسلامية». ومن بين المقترحات الاخرى إغلاق كل الجامعات لعامين بحيث يمكن للمنفيين العائدين من الخارج تطبيق «الثورة الثقافية».

واجبرت المنافسة على الظهور بمظهر راديكالي بعض الجماعات نحو مزيد من المناورات الخطرة. ومن بين هذه المناورات غزو السفارة الاميركية واخذ دبلوماسييها رهائن.

وكانت اول هذه المحاولات التي قامت بها مجموعة شيوعية معروفة باسم «فدائي الشعب»، تتعلق بالفضاء الخارجي للسفارة فقط، وانتهت خلال عدة ساعات، وكانت نتيجتها بعض الصور الثورية في نشرات الاخبار المسائية.

اما المجموعة الثانية، التي كان عليها ان تظهر بمظهر اكثر راديكالية، فقد دخلت مقر السفارة واساءت معاملة بعض العاملين، وصورت بعض المشاهد الثورية للتلفزيون، وغادرت بعد يوم او اكثر. واصبح من الواضح اننا نواجه مزادا راديكاليا.

اما المجموعة الثالثة، وهي بقيادة حبيب الله بامان، وهو طبيب اسنان يساري، فقد استولى على مجمع السفارة بأكمله واحتجز الجميع رهائن. وفي البداية كانت تنوي البقاء هناك لمدة ثلاثة ايام، وبالتالي يثبت انه اكثر ثورية من المهاجمين الاخرين الذين بقوا ليوم واحد. وفي ذلك الوقت تدخلت جماعة دينية قريبة من الخميني للسيطرة على العملية وتحويل احتلال السفارة الى عملية دائمة.

وكانت الرسالة واضحة : لا يمكن لأي شخص المزايدة على الخمينيين الحقيقيين في أي مزاد راديكالي.

وأدت ديماغوغية الصفوة الجديدة وعدم فاعليتها الى ترك البلاد بلا حكومة فعالة، وبالتالي شجعت على ظهور نزاعات انشقاقية في العديد من الاقاليم. فقد اعلنت جماعة شيوعية الجمهورية الشعبية في جزء من الاقليم الشمالي الشرقي. ورفعت جماعتان ماركسيتان أعلام الانشقاق في عدد من المدن في الشمال الغربي. ومع اقتراب دراما السفارة الاميركية من نقطة الذروة، كان من الواضح ان ايران ما بعد الشاه تتجه نحو متاعب.

وخلال كل تلك الفترة كان الخميني في قُمْ، مصمما على عدم قيام الملالي بأي دور في الحكومة. وبالرغم من ذلك، فإن الوزراء والقيادات من عديد من الجماعات السياسية كانوا يتوجهون لقُمْ ليطلبوا منه حل خلافاتهم.

واليوم، فإن البعض يدعي ان الخميني كان يكذب آنذاك، وانه كان يزرع بذور الشقاق، خلف الستار، بين الصفوة الجديدة، ويدفع العديد من الجماعات نحو المزيد من المواقف الراديكالية.

 

 

وربما كان ذلك صحيحا. ولكن الحقيقة تبقى، ان الخميني اصر على بقاء الملالي بعيدا عن الحكومة. وتوسل هاشمي رفسنجاني، وهو واحد من اكثر الملالي طموحا للخميني، على ان يصبح نائبا لوزير الخارجية ولكنه تلقى رفضا قاطعا. وفي اول انتخابات رئاسية رفض الخميني ترشيح محمد بهشتي، وهو ملا طموح آخر، وأقر ترشيح ابو الحسن بني صدر وهو طالب في الخامسة والاربعين من عمره عاد من المنفى في فرنسا.

ولكن جاء الوقت عندما اصبحت سمعة الصفوة الجديدة مشوهة وفشل حكم البلاد بحيث اصبح الخميني مضطرا الى الانتقال الى طهران وتولي القيادة المباشرة. والرسالة واضحة: الايرانيون ليسوا على استعداد لنظام تعددي، ويستحقون الدكتاتورية فقط سواء تحت حكم شاه او آية الله.

يجب على القيادات العراقية الجديدة، التي تهرع الى النجف لاشراك السيستاني في حل خلافاتهم التافهة، تذكر الصفوة التي دمرت فرصة ايران التاريخية عام 1979.

ومن المؤكد وجود خلافات بين ايران عام 1979 والعراق اليوم.

فالشعب العراقي لا يرغب في تكرار مأساة جيرانهم الايرانيين. ففي ايران كان مصدر الشرعية هو الثورة بينما في العراق كانت الانتخابات العامة في شهر يناير الماضي. وفي ايران حيث يمثل الشيعة 89 في المائة من السكان، كان حكم الملالي، الذي كان من المعتقد في البداية انه مؤقت، لم يؤد الى حرب اهلية. ولكن في العراق، فإن أية محاولة لفرض حكم الملالي ستقابل بالرفض من السنة العرب والاكراد وغيرهم من الاقليات الذين يمثلون 40 في المائة من إجمالي السكان. واخيرا وليس آخرا فإن السيستاني، بالرغم من انه آية الله العظمى، ليس الخميني. فالسيستاني الذي رفض زيارة مسقط رأسه في ايران لمدة 27 سنة بسبب معارضته لديكتاتورية رجال الدين، هو آخر شخص يريد نسخة عراقية من حكم الملالي في ايران.

ولكن حتى مع ذلك، فإن السلوك الحالي للصفوة العراقية الجديدة يمكن ان يؤدي الى فراغ سياسي يجب تعويضه من قبل شخص ما او شيء ما. والرسالة الى صفوة القيادة العراقية بسيطة: احذروا، انكم تلعبون لعبة خطرة.

كالعاده تطل علينا وكاله الانباء الفرنسيه باخبار غير موثقه تنسب الى السيد السستاني و كالعاده عبر اطراف "مقربه" غير معروفه بعد ان اصبح نسب الخبر لاحد وكلائه في الامور الشرعيه , اصبح اسطوانه قديمه لاتنطلي على الناس

 

واخر صيحاتها ان السيد وعبر هدا المصدر غير المعروف يطالب بعدم تولي اعضاء الائتلاف في المجلس اي منصب وزاري

لاادري كيف يصدر مثل هدا الطلب عن المرجع الدي يؤكد دائما انه يرعى كل القوائم فلمادا يخصص الائتلاف بهده النصيحه ان وجدت.. الكل بعرف ان لجنه كتابه الدستور لن تكون مفتصره على اعضاء المجلس, اي ان الدهاب الى الوزاره لن يعيق الترشيح للجنه كتابه الدستور. وهل السيستاني بهده السداجه التي تريد هده الوكاله تشويش الناس بها

ثانيا هو محاوله لتاكيد ان قائمه الائتلاف انما تتحرك بأوامر المرجعيه وهو امر تحاول كل الاطراف المعاديه لحريه العراقيين تثبيته. لقد اكد السيد ان مباركته للقائمه ليس من باب التدخل في الشؤون السياسيه بل من باب الثقه برجالها , واحرى بمن يثق برجالها ان يترك لهم رؤيه وتقرير ما يرونه مناسبا .. اليس كدلك؟

وثالثا انها محاوله سخيفه لابعاد من انتخبهم الشعب عن تولي مسؤليه الخروج به من هده الازمات التي يحاول البعض الابقاء عليها خدمه لمشروع اعاقه بناء عراق الحريه والديمقراطيه الجديد

As you know, the last threat to Ahl-ul-Bait (Shias) from the collaborator of the devil's

tri-angle (USA, UK, Israel as suggested always by Al-Sadr Movement)* the so called

Al-Zarqawi as a war against Shias.

What is your opinion regarding this serious matter and what is the best approach to prevent hardship on Shias and what is your advice to Shias in particular and Iraqis in general.

The main goals of such threats and the criminal acivites that happened before and after the threat, that targeted the tens of thousands of innocents all around Iraq, is to ignite the civil war between Iraqis and to prevent the restoration of sovernity and security of this country and to prevent its people, who suffered from occupation and tyranny, from gaining normality, prosperity and progress.

But most Iraqi, thanks to Allah, have a full awareness of these evil goals and will

never let the enemy to fulfill its criminal plans in spite of the unjust and hardship they went through and in spite of the blood shaded of their family members and beloved ones.

 

At the time we send our condolences for every drop of Iraqi blood shaded, and feel the feeling of the mothers and the orphans cry and the voice of the wounded, we are urging all the believers of Ahl-ul-Bait (Shias) the restraint and to collaborate with the Iraqi security forces to get the proper protection and monitoring to prevent more infiltration to their cities, and we urged all Iraqis to work together to unit, and to avoid joining those insane groups or give them the assistance or the refuge under any circumstance. We also asking you Iraqis to advice those deviants, the hopeful ones, and explain to them the wickedness of their ideologies, goals and the outcome of their actions.

 

We also ask the Iraqi government to work seriously to provide the security and stability for all Iraqis and to protect their rights regardless of their ethnic, sectarian or ideological backgrounds.

 

We also ask the Iraqi justice system to action the trails and the proper punishment for those criminals.

 

We are asking Allah to get everyone to the good of Iraq, to its sovernty, stability and to protect Iraqis from all evil doings, Amen. Wassalmu Alykum

First , we need not to rely on any news by media of of any fatwa by any Shia religoious without a clear proof like the above. These are very profecional organized institutions and they have their own official information centers

Second, the question is comming from Alsader fellowers and that is to flag a very important change. They are considering Systani as their spiritual leader. no longer for the radical Ayatoula haeree who is still living in Iran and who is a beleiver of Weliat alfaqueh, though not in Khaminiae one.

Thrid , the answer, who is calling for Sunni scholars to issue a clear fatwa prohibting the join to the terrorist groups

Fourth , to the Iraqi courts to act more activily. A lot of Iraqis consider it as very soft with the terrorists. We need to have in miond that the Judry system is the same as the one created through Saddam regime and there are a lot of bathist still working their. Also others are under the sever threat by terrorists.

About Zarqawee, it is the translator's. Alsystani call the terrorist "insane groups"

BTW, the Arabic word Erhab translation to to english as "terror", has different meaning than the translation.

Erhab means to show legal power in order to deter enmy from hurting you. While terror in english is to act and excersise wrong doing and criminal un expected acts to weaken and block the enymy.

The Arabic meaning was was proudly used by Qaeda to mislead people and to cover their crimanal acts.While Erhab the enymy "in it's nobel cause" was well understood by all muslim scholars, even non muslims, terrori "in its english meaning" is not accepted. What is differentiating terrorist from free fighters is this difference in the two meanings.

I think that is why Alsystani never call it Erhab. Quran already used same word to refer to free fighters against their suppressors of Meka. In quaran " prepare all power and arms to Erhab the enymy of GOD" , where Erhab here is to be prepared and not to start or commite criminal acts.

Arab media for some reason keep using Erhab to call these people, they should follow Alsyatani in call them the SANE GROUP.

May be they wanted to indirectly bring sympathy to these groups! I don't know..[

The question directed this week to the National Security Council press office was straightforward: "Has the Grand Ayatollah Ali Sistani met with any American official, either military or civilian, since the U.S. invasion in 2003?" The answer reveals the extent to which the Bush administration is now, and always has been, out of its depth in Iraq.

 

Grand Ayatollah Ali Sistani is Iraq's most powerful figure. Under the reign of Saddam Hussein, Sistani was forced to keep a low profile, since he was part of the Shiite majority that Hussein's ruling Baath Party controlled with a heavy hand. Sistani was on the receiving end of assassination attempts by Hussein's thugs. But all that changed in the spring of 2003, when the United States toppled the Iraqi regime.

 

Today, Sistani's Shiites are the major political force in Iraq. They are leaders in the new government; they run the key Interior Ministry; and one of their own, Nouri al-Maliki, serves as prime minister. Were it not for Iraq's liberation from Hussein's tyranny by U.S. troops, Sistani and his followers would still be under the thumb of Sunnis.

 

The average Iraqi may not be happy to see the country occupied by foreigners. But if any Iraqi should feel even a tad kindly toward his American liberators, it ought to be the grand ayatollah. After all, he is the chief beneficiary of Hussein's defeat. It's not too much to think that if the president of the United States visits Iraq, Sistani would at least meet him face to face to say thank you. Think again.

 

Back to the question that started this column: Has Sistani met with any American official in the past 3 1/2 years? Frederick Jones, the NSC's communications director, said yesterday that no American official has ever met Sistani.

 

But how, you might ask, can that be? After all, since Hussein's statue was pulled down in 2003, Iraq has been visited twice by President Bush. Vice President Cheney has been there, too. Two different secretaries of state -- Colin Powell and Condoleezza Rice -- have dropped in. So have Defense Secretary Donald Rumsfeld, countless high-ranking Pentagon brass and enough U.S. senators and members of the House of Representatives to warrant a congressional annex in the Green Zone.

 

How is it possible that leaders of the world's most powerful nation -- a country that has generously sent 140,000 of its finest sons and daughters to fight, suffer and die to free Iraq from the Baathist grip -- have not met the Iraqi leader with the most to gain from Hussein's defeat?

 

It's because the Grand Ayatollah Ali Sistani has designated himself off-limits to Americans. He will not let Bush, Cheney, Rice and company in to see him because they are non-Muslims and thus he considers them to be kafir, or infidels. Sistani regards himself as too good to meet with those who freed him.

 

What's weird is to hear folks in Washington speak about Sistani's views as if they just got off the phone with him. "Sistani doesn't want clerics to have a role in government," one Washington foreign policy expert told me. "Sistani believes Islam should be the national religion," said another. "Sistani is a pragmatist," said a third. All this is asserted with confidence, when in reality these people know only what they have heard from someone else -- a Muslim go-between or a Sistani envoy.

 

Bush and his high command have never set eyes on the man. Yet Sistani controls them as if they were puppets on a string. It's like something out of "The Wizard of Oz."

 

Consider what happened in 2004: Barricaded in a Najaf slum miles from Baghdad, the unseen Sistani was able single-handedly to block the United States from staging a handover of power without elections. He did so by issuing a fatwa that sent thousands into the streets. The Bush people were forced to give ground. A law was drafted that led to elections in 2005.

 

Sistani's chief competition is not the United States but an anti-American Shiite cleric, Moqtada al-Sadr, and his Badr Organization, which has infiltrated Iraqi military and police units. The Iraqi parliament, truth be told, responds to the calls of the firebrand cleric.

 

What have we come to? In addition to al-Sadr, today's Iraq is under the influence of a Muslim cleric, Sistani, who, according to Newsweek, forbids music for entertainment, dancing and playing chess, and forbids women from shaking the hands of any men other than their fathers, brothers or husbands. His whole purpose is to promote Shiite theology and keep Iraq as a democratic, but decidedly Islamic, state.

 

Billions spent, thousands of Americans dead or maimed, U.S. armed forces exhausted, stretched thin and working around the clock -- for that? Is this what George W. Bush had in mind?

I don't know who is Colbert King but for sure I know that basic knowledge of Iraq new political dynamics would tell that Bader is not the organization of radical Muqtada al sader, as the writer thought in his article... The two are the up most rival within the Shia religious parties political race of power.!

 

Any how, let us take the points that this writer is raising in a well respected newspaper into more serious analysis..

It seems that for the writer, meeting people and say thank you is much more important than the day-and-night work to build the strong unified democratic Iraq. If there is any achievement that the blood of American boys and girls in Iraq is deserving the scarify, then it is for sure the historical democratic process that this expedition has planted in the minds of Iraqis and ME. Systani was the one who made this possible through his great visionary of letting people do it and not any imposed power, even their liberators.

 

The writer went too far nailing the stand of boycotting any direct face to face meeting with Americans by Systani to be due to a religious background. He need to know that Systani had met many Christian Officials, not by only their claimed background as being follower to this well respected religion by Islam, but with the Christian Head Cardinals of all Christian sects in Iraq.

One might question why then not the Americans.. The answer was already known . As the a most profound spiritual leader , at this historically critical moment of Iraq, being officially declared by UN as a country under Occupation, he doesn't want to give religious legitimacy for that status.
